On the occasion of the International Day of Persons with Disabilities, a panel discussion titled "Is Disability an Obstacle to Success?" and the "Accessible University Flag Awards" presentation ceremony were held at Aksaray University (ASÜ).

A Comprehensive Transformation in Lifestyle and Mentality Is Imperative

Speaking at the opening of the event in the ASÜ Conference Hall, Rector Prof. Dr. Alpay Arıbaş stated that disability is an overarching societal test rather than merely an individual challenge, emphasizing that where accessibility is ensured, barriers cease to exist. Drawing attention to the correlation between accessibility and success, Arıbaş remarked: "Disability is neither a deficiency nor a flaw; it is a manifestation of diversity. Where accessibility exists, barriers dissipate, and the elimination of barriers brings forth success. In other words, disability constitutes no impediment to achievement." Noting that substantial work has been carried out toward an accessible society, Prof. Arıbaş stated that piecemeal adjustments cannot resolve existing problems and that a profound transformation in mindsets and social paradigms is imperative. Underscoring the distinct responsibilities incumbent upon diverse sectors, he added: "The transformation that begins at the individual level must systematically extend to institutions and society as a whole. Commendable progress is being made across Türkiye in this regard. Notably, since the 2000s, momentum toward eliminating accessibility barriers has increased significantly, and this institutional momentum must be accelerated."

Unimpeded Access to Information Resources at the Accessible Library

Elaborating on the initiatives undertaken at ASÜ and addressing the accolades received, Rector Alpay Arıbaş stated: "Beyond building ingress and egress points, elevators, wheelchair ramps, and tactile paving, high-quality interventions have been implemented—and continue to be executed—in adapting classrooms, instructional materials, pedagogy, and assessment procedures to the distinct needs of diverse disability groups. Furthermore, our university hosts one of the most comprehensive accessible libraries in Türkiye. Established in collaboration with the Ahiler Development Agency, our library ensures unhindered access to institutional information resources. In addition, the catalogued resources can be reproduced, viewed, or converted into accessible auditory formats tailored to specific impairments. We possess an advanced technological infrastructure in this domain." Arıbaş affirmed that ASÜ has been honored with multiple awards by prominent entities, primarily ministries and the Council of Higher Education (YÖK), adding that such recognition reinforces both institutional dedication and administrative responsibility.

ASÜ Ranked Second Nationwide with 23 Flag Awards in 2023

Stating that YÖK has conferred colored flag awards on universities since 2018 and systematically ranks them based on accumulated awards, Arıbaş clarified that the Orange Flag signifies "Spatial Accessibility," the Green Flag represents "Accessibility in Education," and the Blue Flag designates "Accessibility in Socio-Cultural Activities." He shared the following institutional metrics: "ASÜ received its initial Orange Flag in 2018 for comprehensive campus-wide accessibility. In 2020, two Orange Flags and one Green Flag were attained. Securing seven Orange and two Green Flags in 2021, ASÜ ranked second nationwide. In 2022, having achieved a total of 29 flags—comprising 15 Orange, five Green, and nine Blue Flags—alongside four Program Badges, ASÜ ranked first across Türkiye among 114 universities. The Science Education, Music Education, and Turkish Language Education programs were awarded the 'Accessible Program Badge' for accommodations serving visually impaired students, while the Social Studies Education program received the distinction for accommodations for physically impaired students. In 2023, we were awarded 23 flags—consisting of nine Orange, nine Blue, and five Green Flags—ranking second nationwide among 56 competing universities."

National Accreditations and Distinctions Conferred by Ministries

Highlighting external recognition beyond the flag awards, Prof. Dr. Alpay Arıbaş stated: "In 2021, the Rectorate Building was granted the official 'Accessibility Certificate' by the Aksaray Provincial Accessibility Monitoring and Auditing Commission. In the same year, ASÜ secured third place in the 'Accessible Universities' category conferred by the Ministry of Family, Labor, and Social Services, determined through public voting. In 2022, within the framework of the 'Productivity Project Awards' presented by the Ministry of Industry and Technology, our accessible library project titled 'Independent Access to Accessible Information' received the 'Certificate of Achievement.' For this initiative, ASÜ was also honored with the 'Accessible Informatics in Education Award' by the Turkish Accessible Informatics Platform. Furthermore, in 2022, the ASÜ Rectorate Building was awarded the 'Accessibility Flag' bearing the updated institutional disability insignia within the scope of the Accessibility Practices program directed by the Ministry of Family and Social Services. We extend our sincere gratitude to all contributors."

500 Families Hosted by the Unit for Students with Disabilities Over Six Years

Speaking at the event, Research Assistant Cahit Şahin, Coordinator of the ASÜ Unit for Students with Disabilities, detailed the unit’s institutional operations. Noting that the unit was founded in 2009 and immediately initiated actions to resolve accessibility issues encountered by students with disabilities, Şahin stated: "Currently, 60 students representing eight distinct disability categories are enrolled at our university. We actively operate to ensure that students with disabilities participate equally in pedagogical processes without experiencing marginalization or academic lag relative to their peers. We execute our mandate through three primary pillars: physical accessibility, educational/pedagogical accessibility, and socio-cultural accessibility. We implement these interventions through a holistic framework." Indicating that the unit has expanded its operational scope to offer external consultation to families across the province, Şahin added: "Over the past six years, we have hosted 500 families in our unit. Where accessibility prevails, barriers are replaced by diversity. We constitute an expansive family defined by diversity."
